Recent news carried the story about the man who used the HOV lane by riding with a dummy. The judge ordered him to auction her off on e-Bay to raise money for the Alive-at-25 Program. According to the 2004 Colorado State Patrol Annual Report, this program started in 1996 with the Colorado State Patrol teaching the AA25 course to young drivers.
